About the European contracts department

The European contracts department, created in 2019, maximizes the participation of Inria research teams in European research funding programs. Its scope of action covers three major areas: raising researchers' awareness of European opportunities; providing support in writing proposals; and supporting project coordination. It reports to the Head Office's Innovation Department

Context and assets of the position

The European Contracts Department at Inria is hiring a European Project Coordinator for the Inria research center in Lille to manage two European projects: FLUTE and SUM.

(1) The FLUTE research project (Research and Innovation Actions), Federate Learning and Multi-party Computation Techniques for Prostate Cancer, is funded for 3 years by the European Horizon Europe program, Global Challenges and European Industrial Competitiveness (Cluster 1 Health). Inria is the project coordinator. The goal of this project is to advance and expand data-driven healthcare by developing new methods for cross-border use of data hubs while respecting privacy. To demonstrate the practical use and impact of the results, the FLUTE platform will be integrated into healthcare data hubs located in three different countries, with the aim of improving predictions of aggressive prostate cancer while avoiding unnecessary biopsies. The project brings together 10 other partners, including universities, businesses, and hospitals across Europe and Israel. This project is affiliated with the Magnet team, Machine Learning in Information Networks (https://team.inria.fr/magnet/), whose primary objective is to make artificial intelligence more socially acceptable by addressing ethical issues related to machine learning and empowering end-users of artificial intelligence.

(2) The SUM research project (Innovation Actions), Seamless Shared Urban Mobility, is funded for 3 years by the European Horizon Europe program, Global Challenges and European Industrial Competitiveness (Cluster 2, Climate, Energy, and Mobility). Inria is the project coordinator. The goal of this project is to transform current mobility networks into innovative and unprecedented shared mobility systems integrated with public transportation in more than 15 European cities by 2026, with the aim of reaching 30 cities by 2030. Intermodality, interconnectivity, sustainability, safety, and resilience are at the core of the activities that will be developed. The project's results will provide affordable and reliable solutions that take into account the needs of all stakeholders, including end-users, private companies, and public urban authorities.

This project is affiliated with the INOCS team, Integrated Optimization with Complex Structure (https://team.inria.fr/inocs/), whose primary objective is to model and solve large-scale optimization problems with complex structure.

Both of these projects have already started: May 1, 2023, for the FLUTE project and June 1, 2023, for the SUM project. The position is based in Lille and will require regular travels within Europe.

Assignment

In partnership with the scientific project leaders, Jan Ramon for FLUTE and Luce Brotcorne for SUM, the Project Coordinator will manage both European projects. They will oversee and coordinate the administrative and financial aspects of the projects, as well as contribute to internal and external communication efforts. The Project Coordinator will collaborate with all project partners and liaise with Inria's support staff (HR, finance, legal, transfer, and communication).

Main activities

The European Project Coordinator will have the following responsibilities:

  1. Ensure that the projects are carried out in compliance with the contractual rules of the European Commission, monitor the administrative and scientific progress of the projects, and adhere to contractual deadlines.
  2. Serve as the interface with the European Commission for administrative and financial aspects of the projects, in coordination with project partners and the administrative and financial departments of Inria center.
  3. Address HR and legal issues related to the FLUTE and SUM projects.
  4. Coordinate and anticipate the drafting of reports and deliverables, as well as review non-technical reports.
  5. Advise the scientific coordinators on the intellectual property strategy of the projects, risk prevention and mitigation, and conflict resolution.

Contribute to the development of external and internal communication activities for the projects (brochures, website, etc.) in collaboration with the communication departments of the Inria center and the European Contracts Department.

Skills

The ideal candidate for this position should have the following qualifications and skills:

  • Hold a higher education degree and have at least three years of experience in European project management, preferably in the fields of engineering and digital sciences.
  • Demonstrate a strong understanding of funding instruments within the Horizon Europe programs, as well as familiarity with the research landscape in France and Europe.
  • Demonstrate excellent interpersonal skills, a penchant for both internal and external communication, and an interest in scientific or computer science domains.
  • Exhibit strong writing, analysis, and document synthesis abilities with a high level of attention to detail.
  • Have a proficient command of the English language, both written and spoken, at a minimum of C1 level.
